(jm_PREREQ_HUMAN): Check for locale.h, localeconv,

Browse Source 
AC_HEADER_STDBOOL.  No need to check for limits.h since it's in
freestanding C89.  No need to check for stdlib.h or string.h since
autoconf does this now.
