Ensure that each version string change propagates to man pages.

* man/Makefile.am (common_dep): Don't depend on configure.ac for
version changes.  Instead, depend on ../VERSION.
(../VERSION): New rule.
* Makefile.am (DISTCLEANFILES): Define.
* GNUmakefile: Update ./VERSION.
* .gitignore: List VERSION.
