(_gl_DECL_HEADERS): Remove; all uses removed.

we get a standard-conforming compiler. This relies on the new
m4/c.m4 file. Note that it's a bit tricky, since c.m4 doesn't
define AC_PROG_CC_STDC; we are relying on Autoconf 2.59 internals.
m4/c.m4 can go away with Autoconf 2.60 comes out.
