Jim Meyering 53d8a2c412 tests: put root-only (usually skipped) tests at the end

* tests/Makefile.am (TESTS): Don't list root-only tests explicitly.
Instead, just use $(root_tests).
* tests/check.mk (vc_exe_in_TESTS): Now that root_tests are separate,
parse out the union of $(TESTS) and $(root_tests).
