Jim Meyering 26db95ca47 maint: stop using @acronym{...} in texinfo sources ...

* doc/coreutils.texi: Remove all uses of @acronym{...},
per recommendation by Karl Berry.
* doc/perm.texi: Likewise.
* cfg.mk (local-checks-to-skip): Remove exemption, enabling
the @acronym{-prohibiting syntax-check rule.
