Add a test for du not counting size of inaccessible directories.

* tests/du/inacc-dir: New file. Test for fts.c bug fixed yesterday.
 * tests/du/Makefile.am (TESTS): Add inacc-dir.
 * NEWS: Mention the bug fix.
