dircolors: assume C-locale spaces

Browse Source 
* src/dircolors.c: Include c-ctype.h, not ctype.h.
(parse_line): Use c_isspace, not isspace, as the .dircolors
file format (which does not seem to be documented!) appears
to be ASCII.
