(ST_TIME_CMP_NS, ST_TIME_CMP, ATIME_CMP, CTIME_CMP):

(MTIME_CMP, TIMESPEC_NS): Remove.  Now done by stat-time.h,
in a different way.
(timespec_cmp): New function.
