This change shrinks "configure" by over 300 kB.
Another change imported from gnulib.
* memcasecmp.m4 (gl_MEMCASECMP): Renamed from gl_FUNC_MEMCASECMP.
All uses changed. Require AC_HEADER_STDC instead of invoking it.
