tests: remove directory, tests/cut/

* configure.ac (AC_CONFIG_FILES): Remove tests/cut/Makefile.
* tests/Makefile.am (SUBDIRS): Remove cut.
* tests/misc/cut: Many new tests, from...
* tests/cut/Test.pm: ...here.  Remove file.
