Guard inclusion of sys/ioctl.h with #ifdef GWINSZ_IN_SYS_IOCTL,
rather than HAVE_SYS_IOCTL_H.  Modelled after sh-utils' stty.c
at suggestion from Chip Bennett <BennettC@j64.stratcom.af.mil>.
